Introduction
Zainal Tinggal is a seasoned consultant, professional trainer, and strategic advisor with extensive experience in public management, policy analysis, and strategic planning. As the Principal Consultant and Director/Owner of Mind Matters Consultant, a firm he established in Brunei in 2008, he has provided training programs for the Brunei Civil Service and facilitated high-level workshops for Government Ministries and Departments.
Zainal has been actively involved in youth development, offering free workshops on job interview skills and entrepreneurship. His contributions also extend to rural community leadership training, where he assists local leaders in community management and governance.
With over three decades of experience in government service, media, and strategic consulting, Zainal continues to drive public sector innovation and leadership excellence.
- Network Resource SMR HR Group - Designs and facilitates leadership and management workshops.
- Mind Matters Consultant (Brunei) - Leads strategic training initiatives for the Brunei Civil Service and government agencies. Designs and facilitates policy analysis, strategic planning, and public sector management workshops. Provides consultancy and advisory services to government entities and international organizations.
- Brunei Government – Senior Special Duties Officer (Prime Minister’s Office) - Oversaw key areas, including Planning, Cabinet Affairs, E-Government, and Media Relations. Developed policies and strategies to enhance public administration efficiency. Worked closely with private sector stakeholders, gaining a deep understanding of cross-sector collaboration.
- Radio Television Brunei (RTB) - Served as a professional journalist and media expert for over two decades. Trained in broadcast journalism at BBC UK, NOS Holland, and Bernama Malaysia.
